Weekly Wrap-Up: Notable Health Care Developments from Last Week
Election – Former President Trump won the presidential election, with 312 electoral college votes as of Sunday morning and decisive victories in most battleground states. Republicans have gained a majority in the Senate, currently a 53-47 split, after flipping four seats. The race for control of the House remains too early to call.
Medicare & Medicaid –
- On November 4, HHS published a report outlining a feasibility study focused on obtaining identifiers for self-directed Home and Community-Based Services (HCBS) users within Medicaid claims data. Press Release Report
- On November 7, CMS announced a Notice of Funding Opportunity (NOFO) to state Medicaid and CHIP agencies that address operational barriers of inmates of a public institution. Applications are due November 26, 2024 for cohort one and March 17, 2025 for cohort two. Announcement NOFO Q&A
- On November 8, CMS announced that Tennessee requested to amend its TennCare II section 1115 demonstration to include services for individuals with serious mental illness or serious emotional disturbance who are receiving treatment in an Institution for Mental Diseases. Marketplaces – On November 8, Reps. Carter (R-GA), Barragan (D-CA) and 30 members sent a bipartisan letter to the Departments of HHS, Labor, and Treasury urging for aligned prescription drug coverage definitions across the individual, small group, large group, and self-funded health plan markets. Payment & Delivery System Models – On November 8, CMS released participant-level financial and quality results for performance year (PY) 2023 of the ACO REACH model. In PY 2023, the model achieved $1.6 billion in gross savings, while the average quality score 78.5 percent. CMS expects the 2023 evaluation report to be released next summer. PY 2023 Results

- On November 11, the Department of Veterans Affairs (VA) proposed to eliminate copayments for all VA telehealth services and establish a grant program to fund VA telehealth access points in non-VA facilities. Press Release
- On November 4, HHS issued a report detailing an overview of bereavement and grief services in the U.S. Topics include the impact of prolonged grief disorder on substance use and suicidal behaviors and ideation. Report Press Release
- On November 5, HHS announced its Task Force on Maternal Mental Health is asking non-federal organizations to submit pledges on initiatives that address challenges and barriers to maternal mental health and substance use disorder (SUD) care. - On November 8, HHS published a study on buprenorphine dispensed among women of reproductive age from 2013 to 2022. Press Release Report
