Ashley comes to Sirona with a decade of experience in developing federal and state health policy, advocacy strategies, and business strategy for payers, life sciences companies, and patients as well as federal government contracting. At Sirona, she provides clients with guidance, policy analysis, and advocacy strategies on federal and state regulatory issues in Medicaid, dual eligibles, public health, access to care, and more. In addition to working with clients, Ashley serves as the Executive Director of Aligning for Health, a coalition advancing social determinants of health policy at the federal level.

Prior to joining Sirona, Ashley served as a Project Lead at MITRE where she led a large contract and team that provided support to the Data and Systems Group in the Centers for Medicaid and CHIP Services (CMCS) in administering and overseeing funding for state Medicaid Enterprise Systems, Health Information Exchanges, and Electronic Verification Systems, including certification of state systems, development of federal guidance, data analytics, and more. 

Prior to MITRE, Ashley served as the Managing Director of Medicaid in Federal Policy and State Affairs at Blue Cross Blue Shield Association (BCBSA), focusing on the impacts of state and federal legislative and regulatory efforts on the market, operations, and business opportunities. She also served as the Director of Federal Policy for Medicaid Health Plans of America (MHPA) and performed grant-funded research on key issues including delivery system reform, opioids, social determinants of health, maternal child health, and childhood obesity. Prior to MHPA, Ashley was a Medicaid consultant for payer and life sciences clients in Avalere Health’s Health Reform Practice. 

Ashley earned her BA in Public Policy, English, and Philosophy from Vanderbilt University and MPP, with a concentration in health policy, from the Thomas Jefferson Program for Public Policy at the College of William and Mary.
